A bill that would criminalize the killing of a fetus failed in the Colorado House on Monday. The measure, which passed the GOP-controlled Senate, would have made fetal homicide a crime a month after a woman's child was cut from her womb in an attack. But Demoracts said the language of the bill would have interferred with reproductive rights because it would give legal protection to unborn babies.
