The International Olympic Committee has moved to delay a ruling on whether all Russian athletes will be banned from the Summer Games in Rio, which begin in less than three weeks. The delay comes after a report was released Monday confirming the Russian government had sponsored and covered up an extensive doping program during the 2014 Sochi Olympics. The executive board of the committee held an emergency teleconference following the announcement of the results.
