Joseph Kabila, the incumbent president of the Democratic Republic of Congo, was declared the provisional winner Friday of a disputed election, after several days of unplanned delays. Kabila won just under 50 percent of the 18.14 million ballots cast, with his nearest rival, Etienne Tshisekedi, winning 32.3 percent. Tshisekedi declared the election fraudulent, while the opposition had already threatened “serious unrest” across the country if President Kabila was declared the winner. At least 18 people have been killed in violence associated with the disputed vote that the international community has declared unorganized. Observers of the voting process said there were missing ballots and polling stations that didn’t open, but didn’t declare the election fraudulent.
