On Friday a Missouri Highway patrol officer was charged with involuntary manslaughter, more than a year after a handcuffed college student in his custody drowned. In May 2014, Trooper Anthony Piercy arrested Brandon Ellingson for boating while intoxicated. While heading back to a patrol zone office, Ellingson fell into the water. Ellingson’s friends say that Piercy did not properly fasten a life jacket on the handcuffed Ellingson.
