The Cuomo administration is expected to lift a moratorium on hydraulic fracturing, a controversial method of extracting natural gas from shale. The ban would be kept in New York City’s upstate watershed but lifted in other parts of the state. Critics say the method, also called hydrofracking, leaves waste water, which can be contaminated with radioactive elements and carcinogens, deep underground. Hydrofracking is legal in several states, including Pennsylvania.
