On Thursday, video footage from a Delaware cop’s dascam was released to the public and revealed a white Dover police officer kicking a black suspect in the face after he followed commands to get on the ground. Lateef Dickers was knocked out and sustained a broken jaw. Thomas Webster IV was arrested for second-degree assault on Monday and put on unpaid leave. "We believe that the video demonstrates the need for large-scale reform of the Dover Police Department, specifically improvements to their use of force and internal affairs practices, and supervision of their officers," Kathleen MacRae, Delaware’s ACLU executive director, said. Webster was responding to reports of a fight possibly involving firearms in August of 2013.
