Detroit residents are once again waterless. On Monday, the city cut water service to customers who haven’t paid their bills, after a monthlong moratorium. The previous shutoffs infuriated residents, but the city’s financial director says it’s the push many need to pay. Last spring, half of Detroit’s 170,000 customers were delinquent in paying.
