Journalists in Tripoli discovered documents at the offices of Libya’s former spymaster which detail the very close relationship between the CIA and Libya. The documents appear to indicate that the United States sent terrorism suspects to Libya—which is known for torture—on at least eight occasions. Another document appeared to be a speech that Americans had written for Muammar Gaddafi. A CIA spokeswoman said, “It can’t come as a surprise that the Central Intelligence Agency works with foreign governments to help protect our country from terrorism and other deadly threats.” However, a spokesman for Human Rights Watch suggested, “The rendition program was all about handing over these significant figures related to al Qaeda so they could torture them and get the information they wanted.”
