Europe’s unemployment hit a record high in September, with 18.5 million people out of work, about 11.6 percent of the population of the 17-nation currency, according to official data released by the European Union on Wednesday. Spain continues to have the highest jobless rate with 25.8 percent out of work, and Greece falling not far behind with 25.1 percent unemployed. Austria had the lowest unemployment rate, with 4.4 percent jobless. The numbers ticked up slightly from August, with a then-record jobless rate of 11.5 percent.
