Police discovered a garbage bag full of C4 explosive in a cemetery in Manhattan’s East Village on Monday. A cemetery worker discovered the explosives on Sunday, figured they were leftover props from a movie set, and waited until Monday to call the police. The explosives lacked a blasting cap, meaning there was no way to detonate them. Though the incident set off a major, NYC's police commissioner said he doesn't believe that it was terror-related.
