According to senior U.S. officials who spoke to the Wall Street Journal, the FBI helped facilitate a ransom payment in 2012 to al Qaeda for Warren Weinstein, the American aid worker who was killed in a U.S. drone strike in January. The White House has generally been critical of ransom payments for hostages, making the FBI’s decision unusual. A Pakistani middleman worked on behalf of Weinstein’s family to transport the money.
