Former Cop Convicted for Killing Teen

Stephen Rankin, a former police officer in Virginia, was convicted of voluntary manslaughter Thursday for the shooting death of 18-year-old William Chapman, a black teenager who had his hands up when he was shot. Chapman had been accused of shoplifting when Rankin was called to the scene. The jury recommended that Rankin serve two and a half years in prison.
