Four consecutive explosions rocked the Shiite holy city of Kerbala on Sunday, killing at least 16 people and wounding dozens. The victims were lined up outside a local government building to get their passports and ID cards. Sunday is the first day of the work week there, and a car bomb exploded as people lined up outside the office. Just as emergency workers and police responded, another car bomb and two improvised explosive devices also detonated. No group has claimed responsibility yet.
