Attorneys for six low-level Guantanamo detainees sent a letter to the Obama administration on Thursday urging it to take up Uruguay’s offer to resettle the men. The deal has awaited Defense Secretary Chuck Hagel’s signature since March, when the detainees’ transfer arrangements were cleared. But tensions surrounding the Taliban prisoner swap for Sgt. Bowe Bergdahl last month and an amendment added to a military spending bill last week that bars the transfer of Guantanamo detainees for any reason have made Hagel and his advisers reluctant to proceed with even low-level transfers.
