In failing to disclose a defect later tied to at least 104 deaths, General Motors committed criminal wrongdoing, according to a Justice Department investigation. A negotiated penalty on the car group is expected to surpass the $1.2 billion fine on Toyota last year for a similar failure to disclose acceleration problems.
