Harry Reid: Expect a Shutdown

They’re so close but so far. Senate Majority Leader Harry Reid said on the Senate floor Thursday morning that he now believes a shutdown is inevitable—a shift from his view last night. "I am not nearly as optimistic as I was 11 hours ago,” he said. "It looks like it's heading in that direction." Reid and other Democratic senators claim the disagreement isn’t over money at this point, but politics: Republicans insist on riders, special amendments, that would cut government funding for Planned Parenthood and block the EPA from regulating greenhouse gases. President Obama has summoned leaders of both parties to the White House at 1 p.m. for further negotiation. The government will run out of money on Friday if no deal is reached.
