There was a ray of sunshine in the chaos that has been Iraq's government lately. The Sunnis announced they have agreed on a candidate for the post of speaker of parliament, Salim al-Jubouri. That breakthrough, however, did not seem to move the logjam as the acting speaker ended Sunday's negotiations after just 30 minutes “due to the absence of any agreement on the names of the nominees for the three posts.” In an arrangement made after the U.S. invasion, the speaker is a Sunni, the presidency to a Kurd, and the prime minister to a Shiite, and all three sides agree to all three posts ahead of time. The next session is scheduled for Tuesday.
