On Thursday morning, the world was properly aghast at an edict from ISIS proclaiming that all women in Mosul, Iraq, between ages 11 and 42 should undergo genital mutiliation. A top United Nations official issued a statement, calling it a grave concern. Hours later, several people have cast doubt on what the UN official was reading. Noting the document has several typos and language mistakes, people pointed out it was signed by "The Islamic State in Iraq and the Levant," which the group no longer uses as its name. Instead, it refers to itself as the Islamic State. A freelance journalist working in Syria tweeted that the document being circulated is from Syria, dated June 2013.
