A jailed lawmaker won back his seat in Virginia's House of Delegates in a special election Tuesday, just one month after he resigned following a sex scandal with a teenager. Joseph D. Morrissey was convicted in December on a misdemeanor charge of contributing to the delinquency of a minor over his relationship with his 17-year-old secretary. The 57-year-old, who maintains his innocence, entered a guilty plea to avoid felony charges and agreed to serve six months in jail. After resigning from office, Morrissey quit his party and ran as an independent from behind bars. He succeeded in winning back his seat with 42 percent of the vote in all precincts reporting, beating out Democrat Kevin J. Sullivan's 33 percent and Republican Matt D. Walton's 24 percent.
