Two years after she was released from 18 years of captivity, Jaycee Dugard is suing the feds for failing to effectively monitor her kidnapper, convicted sex offender Phillip Garrido, who was on parole when he abducted her in 1991. Dugard filed a complaint to the U.S. District Court in San Francisco, which condemns the federal parole officers who handled Garrido’s case to be as “outrageous and inexcusable as they are numerous.” Dugard is seeking unspecified damages that she says will go toward her nonprofit supporting other kidnapping victims. Dugard and her two daughters, who were fathered by Garrido, received a $20 million settlement last year from the state of California. Garrido is currently serving a life sentence.
