President Obama may not be completely sold on giving Ukraine lethal arms, but John Kerry apparently is. In a closed meeting with lawmakers in Germany, the Secretary of State reportedly said that he personally is in favor of arming the Ukrainian military as it battles pro-Russian separatists. Kerry has been in talks with Russian Foreign Minister Sergei Lavrov for months, but has yet to settle on a deal. On Monday, Obama said that the U.S. may provide arms if diplomacy fails.
