More than 100,000 people were evacuated in the wake of the storm—75,000 of them on the Susquehanna River in central Pennsylvania, which local officials said crested in the wee hours Friday at 25.17 inches. New York Governor Andrew Cuomo said there was “significant damage” to upstate New York, and the Passiac River in New Jersey, already battered by Hurricane Irene, reported its “second-most devastating flood in history.”
