That was fast. Libya’s prime minister–elect, Mustafa Abu Shagur, is stepping down after he failed to win parliamentary approval to form a new cabinet. His latest offer had called for the formation of an “emergency government” with just 10 ministries, down from his earlier offer, which had called for 29. The General Congress voted 125-44 against the proposal. Last week, protesters stormed the Congress building, demanding Shagur’s resignation. Shagur was elected in September, beating out interim prime minister Mahmoud Jibril.
