The heads of three of the four military branches appeared before Congress today to advise against repeal Don’t Ask, Don’t Tell, claiming that the move would be disruptive for a military that’s still in the midst of combat operations. That makes for a divided power structure, since Robert Gates, the Secretary of Defense, has already come out in support of getting rid of the ban on gays, as well as the head of the Navy, who called the possible repeal a “non-event.”
