Should be transferred, report recommends.

A new report on the Guantanamo Bay prison could have major political implications: Only 10 percent of the 240 detainees were "leaders, operatives, and facilitators involved in plots against the United States," when President Obama took office, The Washington Post reports. Most were low-level fighters. The final report by the Guantanamo Review Task Force—which was completed in January—advises that 126 of the detainees be either transferred home or to a third country. While the White House sent the findings to a handful of Capitol Hill committees earlier this year, it didn’t release the report widely, following the foiled bombing of a Detroit-bound plan on Christmas, sensing the timing and climate wasn’t right.
