General Sir David Richards has called for limiting restrictions on NATO bombing targets in Libya to improve the chances of taking out Gaddafi's regime. Fearing the long-running Libyan conflict will reach a standstill without Gaddafi's resignation, Richards said NATO must aim at the infrastructure supporting the dictator's regime. However, increasing NATO's target range and aiming at Libya's tanks and artillery would pose a greater threat to Libyan civilians. "The United Nations resolution allows NATO to use 'all necessary means' in Libya," he said. "We are not targeting Gaddafi directly, but if it happened that he was in a command and control center that was hit by NATO and he was killed, then that is within the rules."
