Residents of major metropolitan areas aren't the only ones crippled by the polar vortex this winter. For the second time this season, Niagara Falls has come to a standstill, with millions of gallons of water freezing due to the low temperatures. While most of us are sick of the snow and bitter cold, the weather has had one upside: Niagara Falls is currently a stunning winter wonderland.
