President Obama notified Congress on Friday that up to 100 combat-equipped U.S. troops are being deployed to central Africa to help combat a rebel army terrorizing civilians in the region. A senior White House official said 12 troops have already been sent on the mission to fight the group known as the Lord's Resistance Army and help African forces track down its fugitive leader, Joseph Kony. Kony and his advisers are wanted by the International Criminal Court for crimes against humanity, including the murder, rape, and kidnapping of tens of thousands of people since the mid-1990s.
