President Obama issued 78 pardons and 153 commutations of sentence on Monday, bringing his eight-year total to 148 pardons and 1,176 commutations. Obama leads his predecessors on presidential commutations: as of Monday, he had reduced more sentences than the previous eleven presidents combined. But Obama has issued significantly fewer pardons than previous presidents, trailing George W. Bush's 189 pardons and Bill Clinton's 396 pardons. Obama has been under pressure to pardon whistleblowers like Edward Snowden and Chelsea Manning during the final days of his presidency, but has not indicated any intent to do so.
