President Obama will use his executive authority to force the federal government to cut greenhouse-gas emissions, according to a White House official. The move is his latest step to counteract Republican-led opposition to climate-change legislation in Congress. To drive the point home, Obama will tour the solar panels installed on the roof of the Department of Energy.
