President Obama addressed Tropical Storm Isaac on Tuesday morning as forecasters warned that the storm was likely to become a full-fledged hurricane before it makes landfall later today. Obama said that FEMA officials have been on the ground in Puerto Rico and the Gulf Coast states for more than a week preparing for flooding and other emergency scenarios.
