After the $447 billion plan stalled in the Senate last night, Obama said he would break up the plan and try to pass the parts individually. Democrats failed to garner the 60 votes needed to overcome a filibuster by the Republicans, who oppose a provision that would fund the measure with a 5.6 percent tax on annual incomes over $1 million. "They'll get a vote on whether they believe we should protect tax breaks for small business owners and middle-class Americans, or whether we should protect tax breaks for millionaires and billionaires,” Obama said in a statement.
