The war on drugs is far from over. The government of President Ollanta Humala of Peru announced Tuesday that it may support ending a 14-year-old ban on shooting down planes believed to be carrying drugs. If Humala were to back it, the legislation would be expected to pass. If it does, it could hurt anti-narcotics work with the U.S. as well as aid money, as the U.S. banned funding tied to shooting down planes after a Peruvian military jet shot at a plane carrying missionaries that included an American woman and her baby in 2001. Humala is trying to ramp up the fight after the number of planes from Bolivia and Brazil carrying cocaine has increased.
