Mitt Romney claimed a popular majority in Puerto Rico's presidential primary Sunday night, nabbing him all 20 of the U.S. territory's delegates to the RNC. He used the occasion to renew his argument for inevitability and called on the GOP to coalesce around his candidacy in the general election.

But should a win in a territory support such an argument? Citizens of territories can vote for presidents in primaries but not in the general election. Romney's strength in Puerto Rico, Guam, the Marianas, and American Samoa will do the Party no favors in November, even though Puerto Rico has a delegate voice louder than Rhode Island and Delaware. When RNC officials were asked why this is the case, they replied simply that they didn't know.
