God bless you all.” The speech was written as part of a war-gaming exercise in the spring of 1983, when tensions between the Soviet Union and NATO forces were especially high. The scenario imagined the Soviet Union launching a chemical attack on the U.K. and NATO responding with nuclear strikes, forcing the USSR to initiate a peace process.
