On Friday, the U.S. released a list of 18 Russians who stand accused of human-rights violations, banning them from the country and freezing any American assets they have. Now Russia has retaliated, releasing a similar list of 18 Americans and characterizing the original American list as a “heavy blow to bilateral relations and mutual trust.”
