A bipartisan group of senators has agreed on a framework for an overhaul of the immigration system, which would include a pathway to citizenship for the 11 million illegal immigrants in the country. The group, which includes Chuck Schumer, John McCain, and Marco Rubio, among others, reached a deal after incorporating the Democratic demand for one comprehensive bill and Republican wishes for stronger border security before Congress considers legal status for illegal immigrants. The proposal includes tougher enforcement and a less direct path to citizenship than President Obama has previously proposed, but he is expected to lay out his own detailed plan Tuesday.
