Among the lucky ones: international intelligence agencies looking to recruit money-hungry Americans. “This is a dreamland for foreign intelligence services to recruit,” said National Intelligence Director James Clapper at a Senate hearing Wednesday. Beyond potential recruitments, Clapper warned that the furlough of 70 percent of civilians may pose a threat to national security. “I think this ... seriously damages our ability to protect the security and safety of this nation and its citizens,” Clapper said. “This is not just a Beltway issue. This affects our global capability.”
