President plans resort in former militia stronghold.

A quick way to forget the past: Chechen President Ramzan Kadyrov plans on building a large ski resort in the republic’s southeastern Argun Gorge—which happens to be a former militant stronghold. Kadyrov plans to go ahead with plans to develop tourism even though violence has surged in Chechnya in recent months. The spot slated for development is located along the Georgian border and was a stronghold for militants during the two separatist wars in the late 1990s and early 2000s.
