The Russian passenger boat that sunk Sunday was overloaded and in need of repairs, officials said Monday. The death toll has risen to 58 from the accident, which occurred two miles from the shore of the Volga River. Some 70 people are still missing. Not only did the boat hold 50 passengers more than it was designed to carry, but the craft wasn't licensed to carry passengers, didn't undergo repairs in 30 years, and was operating without a left engine. Eighty people were rescued after the accident; divers have recovered 58 bodies, including those of five children, of the 128 people who are presumed dead. Russian President Dmitry Medvedev has ordered all such passenger boats undergo repairs or be taken out of service since the accident.
