Due to divided rebel "warlords."

Colonel Abdel Jabbar al-Okaidi led the rebel siege on Aleppo in 2012, but on Sunday he announced he'd be stepping down, blaming the rise of Syrian rebel "warlords" and an international community that is "conspiring against the people." He also pleaded with revolutionary factions to stop competing for power. Addressing the exiled opposition in a video statement, al-Okaidi said,"You have turned your backs on [Syria] and you have detached yourselves from it completely."
