The U.S. Coast Guard has discovered 20 tar balls off the coast of Key West, Florida, though it says it cannot determine whether they came from the Deepwater Horizon spill in the Gulf of Mexico. If they are, it would be the first sign that oil from the spill is entering the Loop Current, which will carry it through the Florida Keys and up the East Coast of the United States. Meanwhile, President Obama will issue an executive order creating a commission to investigate the disaster.
