The 29-year-old Moroccan, who was unemployed and an illegal immigrant, was followed for more than a year by the FBI. He thought he was working with al Qaeda. Khalifi flip-flopped on how he should fight back against the "war on Muslims," having considered as a bomb target a synagogue, a building filled with military personnel, a popular restaurant for military officials, before settling on the Capitol. Police nabbed him as he carried a faux automatic weapon and suicide vest to the building. The landlord of Khalifi’s Arlington, Va., apartment said that the tenant was always receiving mysterious packages labeled “books.”
