The Animas River in Colorado has turned orange after about a million gallons of mine waste spilled into it last week. The city of Durango and La Plata County have now declared a state of emergency after the incident, which was the result of a mistake by a federal cleanup crew. The Environmental Protection Agency asked local residents to avoid the water.
