Observers say the change is yet another sign of shifting power in a Muslim country with a long secular traditions. One instructor at Istanbul University who kicked a hat-wearing student out of class said he is the subject of death threats. Turkey's public sector still bans the wearing of headscarves for workers who hold government jobs.
