Turkey and European Union officials reached a deal Sunday to tighten the flow of migrants flooding into Europe in exchange for $3.2 billion and political concessions. EU leaders agreed to revive talks on Turkish membership in the EU as well as to relax travel requirements for Turkish citizens, who will be permitted to enter Europe’s Schengen zone without visas as long as Turkey meets certain conditions. The $3 billion in aid will be used for the 2.2 million Syrian refugees in Turkey in an effort to get them to stay put rather than cross into the EU. Ankara has already spent $8 billion on refugees, said Prime Minister Ahmet Davutoglu.
