A powerful typhoon slammed southern China on Monday, killing at least 25 people and cutting power lines to 170,000. Typhoon Usagi, the most powerful storm to hit the Western Pacific this year, made landfall in Guangdong late Sunday with record sustained winds of 109 miles per hour—blowing cars off the road in some cases. More than 370 flights were canceled, and shipping and train lines were also shut down. Flooding and downed power lines remained a threat on Monday. The storm already hit Taiwan and also the Philippines, where it killed at least eight in floods and landslides.
