On Friday, the same day that Russia redeployed more troops to the Ukranian border, Ukranian President Petro Poroshenko announced a weeklong, unilateral cease-fire effective immediately in order to give pro-Russian separatists a chance to surrender. Over the past 24 hours, tanks and heavy artillery have moved from southwestern Russia to the border with Ukraine—though Russia describes the troop movement as a mere attempt to strengthen its own defenses.
