The U.S. and Britain are sending aid vessels to the Philippines as the United Nations said Tuesday that the country will need $301 million to recover from the devastating Typhoon Haiyan. Authorities said the official death toll had reached 1,700, though as many as 10,000 are feared dead and the number could climb, as rescue workers say the region is difficult to access. U.N. Secretary-General Ban Ki-moon described the devastation in the region as “heartbreaking” as the international body pledged a large-scale humanitarian effort, and some 33 countries offered to send aid. Another typhoon is expected to hit the region Tuesday.
