The State Department said Palestinians don't qualify as an entity (read: state) that can join the International Criminal Court. UN Secretary-General Ban Ki-moon said Palestine will officially join the ICC as a member on April 1. However, State Department spokesperson Jen Psaki said tje Palestinian Authority “doesn't qualify to join the ICC."
